i am a dvc member and booked my room can i get the free DP, in september, or is it only when u buy a room not using points?

No free dining unless you book a package on cash through Disney, meeting whatever the current requirements are. You can add a paid dining plan to your reservation through DVC Member Services.

Free dining is just a discount offer meant to fill Disney's hotel rooms.
